Question about server setup and error: No active Server present to process this subscription or all

I created a new Server Group called Helm. Set it up with all needed info including api URL, IP, etc. I created a new hosting plan and eJadSPM correctly went to the Helm server and retrieved a list of available plans and I chose one calling it Bronze Plan.
Created a new customer with offline order form and added this Bronze Plan to the shopping cart. It successfully created the user and subscription.
I went into the queue to process this subscription and it gives me the error:
No active Server present to process this subscription or all servers are filled to capacity.
Not sure where to find the problem. The server appears provisioned and it is pulling up a list of my plans on the helm server.
Can someone point me in the right direction.

Disregard. I didn't see that option waaaay down at the bottom: Maximum website load: 0 I thought 0 meant unlimited but it this case it really means zero.

I think "-1" should be for unlimited and we should pre-populate the field with -1 value.
