We are looking into possible causes of this problem. In the meanwhile please try following.
1. Check which user group eJadSPM_Web belongs to.
2. Open registry (regedit.exe), select key "HKEY_LOCAL_MACHINE\SOFTWARE\Machine Solutions", click Edit > Permissions and ensure that the user group is given Full Control on the node.
3. Also check other users/groups present in permissions view window and ensure none of them is denied access on the registry key.
Let me know if it doesn't work
